Upgrade tests are being run in txs module.

  1. separate into own tests
  2. separate the backward compatibility tests into own tests
    -- Add test flag to optionally skip backward compatibility
  3. GH actions should ignore compatibility checks on branches with a certain naming conversion "allow-incompat/xyz"
