Or we should at least tell users to do so in pkg-message.

Can/should we also create build user(s) when the port is installed?

It was discouraged by the FreeBSD portmgr@. Normally, it's fine to do it but in case of Nix you don't really know how many build users you need. So there is a script at the moment which the admin can use to create Nix build users.
