Is your enhancement related to a problem? Please describe.

An item that would help with ensuring our projects include test additions/updates with all PRs could be an automation here that adds a comment to PRs that are detected withOUT additions/changes to a test/tests directory and @mentions the PR author with a message like:

We strongly prefer PRs include tests for any functional changes (e.g. new features or bug fixes, but not documentation-only changes), so please consider updating your work here to add or update tests based on your PR... thanks!
