Release jupyterhub/the-littlest-jupyterhub v2

TLJH is due a major version release including JupyterHub 5.

TLJH specific steps

• TLJH dependencies are pinned to major versions, we need to update those to new major versions if there are any.
  • traefik-proxy bumped
  • oauthenticator bumped (see related Release jupyterhub/oauthenticator #4678)

General release steps

• Look through the list of open PRs
• Verify changelog generation with github-activity doesn't have PRs that can be categorized under Other pull requests heading.
• Conclude if there are breaking changes (major version needed)
  • If so, look if something else, especially any open PRs considered breaking, should be expited to be part of the release
• Open changelog PR (see RELEASE.md)

Definition of done

• TLJH v2 beta.1 is released first if that is considered needed
• TLJH v2 is released according to the projects RELEASE.md (EDIT: there isn't a RELEASE.md)
