###Basicly adding some kind of Fuel-Tank as an emplacement option for the HQ.

Stationary and like all the others objects only movable by the Command/Admin
Can be linked to the existing supply missions (deciding between bringing fuel to City or to HQ)
Useable with the ACE-Fuel system
