Allow Picking of Previous Tag in Release Notes Generation

Currently the autogenerated release notes as part of softprops/github-release-action tend to compare against a previous tag that is unrelated to that release-* branch.

Workaround

• Edit the release notes manually after creation

Solution

• Create an action in ACCESS-NRI/actions that wraps a call to gh api that allows picking out a previous tag, like in the web GUI. See https://docs.github.com/en/rest/releases/releases?apiVersion=2022-11-28#generate-release-notes-content-for-a-release
