Put Time Restraint on Pull Request Completion

Time Bound PRs

After opening pull requests Contributors should be given a time frame of around 2 weeks to complete the pull request after which the pull request shall be closed due to inactivity

I propose such a system in order to get rid of inactive contributors on PR and long delayed opened PR with not much work done. PR should be ideally opened once the work is done and ready to be pushed after that i believe 2 weeks are more than sufficient to get feedback and implement the 5-10 percent changes demanded

This is in order to promote faster resolution of PR and higher activity on the PR section thus resulting into rapid growth of the project
