[FEATURE] Automatically register client for Web Texting if email is on file for voicemail

We have the email address associated with an extension (which has the phone number set as its caller ID) for voicemail delivery for many phone numbers in FusionPBX.

If we receive a text to said number, it would be great to automatically register the extension for texting (where possible), email the user with a preview of the text and how to access it.
