Issue in ./help/using/dispatcher-configuration.md

mentions "DISP-998 making loading of vanity urls at startup configurable" is available as of version 4.3.6, but how to actually configure this is not documented on this page.

See https://jira.corp.adobe.com/browse/DISP-998, where it is mentioned that the configuration property is "/loadOnStartup" and the values are 0 and 1, with 1 being the default value.
This new property needs to be documented on this page.
