As a System Administrator
I need the ability to reset the counter
So that I can redo counting from the start.

Details and Assumptions

Need a way to reset the counter
Need a way to set permissions

Acceptance Criteria

Given I need to reset the counter to 0
When I make the call to reset counter
Then it should return 0 as the counter value
