support left and right placement options

Is your feature request related to a problem? Please describe.

The popover component doesn't "officially" support left or right but you can choose left or right instead of top or bottom and the popover does appear to the left or right. The only problem is the arrow doesn't work. Its a box instead.

I'd like the arrow to point to the thing that it is wrapped around.

continue to not support it.

This issue is REALLY OLD. I am leaning heavily to close this as we have gone a few rounds with offering this functionality in other situations to always come to the conclusion that it's not needed.
