Create routes for the legal pages

We want to add the following static legal pages to the app router:

• License
• Privacy
• Terms

Problem or idea

As stated above, add new routes for the legal pages to the app router.

Solution or next step

• Create the routes for the regal pages: license, privacy, terms in app
• Convert components/shared/PageStatic ( a shared template for the above pages) to a route group layout (e.g., StaticPageLayout)
