What happened?

Both ME level emitters, and ME threshold level emitter installed on 2nd grade subnetwork and set to "Emit when levels are below limit" mode randomly blinks, forcing unintended craft sequences.

When level emitter installed on main network cable, it works as intended. But when you connect interface -> storage bus -> interface -> storage bus -> level emitter, then it occasionally blinks:

I noticed it when occasionally found out that I have more than 3000 quad fuel rods in my system:

But I was setting the export bus to work on active signal(with redstone card) and adjacent level emitter set to emit redstone signal only when their quantity is below 160:

Then I checked other items, and all of them were above set limits.

The solution is to build level emitters on main network cables only, but storage bus actually allows them to work under subnetworks, so this seems like a bug to me.
