Feature description
This issue aims to create a generic template for EVM chains to onboard new EVM chains. The purpose of this feature is to have a manual/repo that can be referred to, to help external parties connect their EVM chains to the Analog Network, to automate the EVM chain onboarding process.

Expected output
A generic template for EVM chains to onboard new EVM chains. This should contain instructions for defining different interfaces with respect to Analog's connector standard, also hosting instructions to add chain-specific end points ie. block finality.
