In 4b328ae, Toolforge Jobs filelog was enabled for inrbot because some errors weren't being logged to inrbot.log by the Python logging system.

Ensure all exceptions are logged by Python logging
Reduce to only one log file
- Disable filelog -or-
- Disable Python log file, output to stderr, and re-implement log rotation
