Add workflow to build SerDes classes to native (Quarkus downstream requirement)

Quarkus uses Apicurio Registry serdes classes in their build. They build everything to native obviously, so we need to make sure that we can build our serdes classes to native successfully. Recently a third party library upgrade broke the Quarkus downstream native build. If we have a CI workflow that tests this we can avoid it in the future.
