Через pip качается старая версия - ошибка кодировки, файл settings.py, строка
long_description=open(join(dirname(file), 'README.rst'),encoding='utf8').read()
через pip качается файл, в котором ещё нет encoding='utf8', поэтому ошибка
'charmap' codec can't decode byte 0x98

Please update pip version before install this!
