pipelines - support a minimal installation for a sandbox

When construction a sandbox replacement it was determine that the collectory dependency is unnecessary. Support this in the pipelines by supplying no collectory URL in the config file.

There is still a need for the name and uniqueKey as this would require more changes in pipelines. When in sandbox mode:

• Metadata name will be the dataResourceUid. This appears to be used elsewhere in pipelines.
• Unique key will the the occurrenceID. This will be enforced during data preparation.
