Order electorate boundary of a project in descending i.e. highest percentage of project footprint first (primary)
Project footprint sites are decided by the following rules

1.       If there are EMSA/Reporting sites, use these only.
   

2.       If there are no EMSA/Reporting sites, use planning/project extent sites
   

3.       If there are no EMSA/Reporting/Planning/extent sites, use Management Unit boundaries.
   

4.       Where none exist, we are unable to assign electorates, query returns null
