Remove the restrictions around the re-use of data set summaries in the outputs report

Data set summaries should now be allowed to be re-used in the same context they are allowed to be used in.
i.e. They are still restricted to a single service/outcomes/baseline/indicator combination but within that context the same data set summary can be selected multiple times.

They should also be allowed to be reused in the Synthesising and finalising baseline data service.
