WooPay enabled during NOX onboarding despite being disabled in recommended payment methods

Describe the bug

During the onboarding process from NOX, WooPay gets enabled even when it has been explicitly disabled on the recommended payment methods screen. This behavior is unexpected, as the selected payment methods should be respected throughout the onboarding flow.

To Reproduce

• Start the onboarding process from WooCommerce Core NOX screen.
• On the recommended payment methods screen, disable WooPay.
• Complete the onboarding process.
• Navigate to Payments -> Settings and ensure WooPay is still enabled despite being deselected earlier.

Actual behavior

• WooPay is enabled if the user has chosen not to enable it on the recommended payment methods screen.

Expected behavior

• WooPay should remain disabled if the user has chosen not to enable it on the recommended payment methods screen.
