Add Helm chart (Kubernetes) #3

We want to be able to install the system on Kubernetes. It should spin up:

N agents (configurable)
A PostgreSQL container

For Phase 1, Postgres should be fine. We do eventually want to add support for CockroachDB too, for scalability reasons.
