Per rogueticket-3458; CBTBE can fail a melee attack w/o CG knowing about it. Provide an extension for CleverGirl to know if the unit can melee attack or not.

Problem in ticket was that CG knew not to DFA, but couldn't punch/kick/ch
cbt_behaviors_enhanced_melee.zip

arge - so had to DFA in the end.
