Currently:

Zone.TrackedMoverCount is all movers registered to the Zone. Often, every mover on the XTS.
Zone.CurrentMoverList.TrackedMoverCount is all the movers currently in the Zone.

Consider naming implications carefully on this one.

Also rename .Tracked properties to .Registered
