Some situations require re-triggering of the mover detection

XTS cabinets from the systems team come with a UPS on the IPC. If you power off and on the cabinet quick enough you lose power to the CU2508 and motors but not IPC so we have to do mover detection again. right now the mediator FB doesn't ever do a 2nd mover detection.

Jake tested this with some hardware and was able to manually trigger another mover detection and get the track to power back up from this condition
