Implement block variation for Popup vs Block display

Rather than have an option in Inspector Tools for displaying the Bible quote inline with a popup, we should create a block variation that will handle this. That will be one less option to clutter up the Inspector Tools.

Currently being handled in the oop-dev branch.

Should the block variation have an icon of its own, that visually indicates an inline Bible quote with a popup? Can we do this? I don't believe there is a dashicon we can use out of the box, we might have to create our own SVG...
