First press Ctrl-J, then start typing uk-..... Make sure you are in a html/php language context!
To check if the plugin is installed correctly, check the Live templates settings
image
There you should see the UIkit groups.

I tried to install the plugin in a plain EAP install build 141.1224, and I received this error:
com/intellij/plugin/uikit/UikitTemplatesProvider : Unsupported major.minor version 52.0 [Plugin: nl.bixie.intellij.uikit]

I installed it in WebStorm EAP 141.1108 and it works. Yay! (Who needs php anyways, it's so 90s.)

As far as I know it works fine in PHPstorm. I use it in it myself. No problems after update to v9 either.
