W3TC already tracks plugin status, and gives a recommendation to purge caches when a plugin got activated or deactivated (as this has quite a probability to alter page markup)
Proposal
W3TC cannot monitor each and every change in your WordPress that may justify cache purging. But I realized there is one change which has quite a global impact:
WordPress → Settings → General → Change the "Site Title"
Equivalent to wp option set blogname "My New Site Name"
Maybe W3TC could also give a warning right there in WordPress → Settings → General and also in its own Settings pages ofc.
