as a user, i'd like to be able to reject a bounty submission

its a problem that a bounty submitter can't reject a submission.

1. it signals to other users implicitly that the work is no longer avaialble.
2. there is no explicit feedback mechanism to let the user know that their submission is not going to be accepted

i move that we re-add teh rejection mechanism to standardbounties
