Environments deploy

This release breaks out each environment to deploy individually. No code changes other than to support new release cycle.

Initial release of working code

This code deploys to all 6 clusters using cert-manage, NFS provisioner, and ingress.

Action runner will build a fresh image, delete the old deployment and deploy a new one.
