Show a balance in Tomomaster for how many locked Tomo’s there are.

What does locked Tomo mean?
Amount of TOMO from unvoting/resigning?

Locked TOMO means the total amount of TOMO you cant be able to withdraw at present time, maybe due to voting/unvoting/resigning
