Frontend functionality to make the posts private or public

Easy/Medium: We'd need a function to create the drop-down list and what would happen if the user chose to have their name anonymous or not.

Acceptance Criteria:

Once I decided to create a new post asking a question, I should see a drop-down menu asking me whether I would like this question to be anonymous or not.
