Version Bumping and Unification of Version variables

This issue addresses mostly internal handling for releases in Partitura. Currently the Version number needs to be changed across all references in the package. I propose creating a single global in the setup that can be handled automatically bumping the version to the most recent release similar to https://github.com/marketplace/actions/automated-version-bump
