You may consider taking advantage of the 'is about' relation to tie rules, specifications, and other kinds of informational entities in the ontology to the class of entities that they concern or are about. For instance, a rule about risks to vulnerable populations is_about some vulnerable population. This would be a quick way of leveraging the ontology by tying the content of the common rule to the entities of interest.
