NPC is not working after Cacti upgrade to 1.2.9 - 1.2.11

To Reproduce
Steps to reproduce the behavior:

Cacti upgrade to 1.2.9
Go to 'NPC' tab
Nothing in this tab

Environment
Linux: Ubuntu 18.04 LST
Apache 2.4.29
MySQL 5.7.25-0ubuntu0.18.04.2
PHP 7.2.10-0ubuntu0.18.04.1
Nagios Core 4.4.5
Cacti 1.2.9

It's likely a PHP issue more than a Cacti issue.
