I'm having a hard time reproducing this, tested on both Forge and Fabric, it worked just fine.

With one exception, that being setting the max durability to exactly 1, since the wings always retain 1 point of durability to not fully break (like elytra).

Can you provide more context? is this in a modpack or standalone? And can you attach a log file as well?
