Defect: Ledger not detected if neo app already open

win 10

Prerequisites:
Ledger Neo application open and Neon application open (in background), idle on default view.

Reproduction steps:
e.g.:

1. Start Neon Wallet
2. Make another window active
3. Plug in ledger and open neo application
4. Return to Neon and select ledger login

When a ledger device is already connected with the neo application open, neon will fail to recognize it when navigating to the ledger login view. Exiting the neo application on ledger and opening it again resolved the issue.
