Items retain 'published' status when recalled from the repository #220

[Enhancement] When an item is removed from the repository and pushed back into the workspace, the status of the item is still set to 'published'. This could be particularly confusing/concerning when items have been removed from the repository because of the takedown policy. Could we create an additional status for these items, or have them revert to another status e.g. 'needs work'?
