Implement Primary Design for Hover Card

Description
Implement the primary design only from the provided Figma file using the [Hover Card component].

Figma Reference: [Open-Source UI Kit]

Guidelines

  • Follow the primary design exactly as shown.
  • This ticket is only for the primary/default design.
  • Check out FIRST_TICKET.md in the main repo.(VERY IMPORTANT)
  • Ensure the implementation aligns with our existing component structure and design system.
