[windows] universal mode results in numerous oci errors #1268

On Windows, cdxgen is trying to pull linux images in universal mode resulting in numerous errors like below.

no matching manifest for windows/amd64 10.0.20348 in the manifest list entries
image operating system "linux" cannot be used on this platform: operating system is not supported

Perhaps, we can add a circuit breaker to limit the errors and guide the user towards changing the type or using docker.
