"Release" an ECT (end an induction period)

This epic covers the recording of an induction or induction period stop via the AB service while an induction is still in progress, including:

Collecting data about an induction stop - including stop date and number of terms
Validating the number of terms
Closing an induction period
Updating an "active/inactive" indicator, so that it's possible to easily reference whether an ECT has an open induction period or not

This does not include:

Bulk uploading induction stops to the AB service
Updating TRS

Outcomes
Appropriate Body users are able to quickly and accurately report when they have stopped supporting an ECT's induction via the service
DfE have the data they need to collect about inductions, and ABs have an accurate audit history of the periods of induction time served
