Is your feature request related to a problem? Please describe.
Yes, Freq Rotation is changing even when signal is there so your missing conversation

Describe the solution you'd like
That if a signal is on the frequency that the frequency rotation pauses until signal has gone
This would be helpful with DMR system that current are not supported by SDR-Trunk eg. Connect Plus, Capacity Max and allow users to put in all the site freq and still be able to decode calls

I believe frequency rotation is designed for use when there are multiple control channel frequencies.

I don't think it is intended for use on systems that don't have a control channel. In those cases setup multiple individual frequencies.
