Automatically hide empty sections during submission

Due to type-binding or other dynamic submission changes, some sections might be empty during the submission.
This doesn't look good and is confusing to users.

If a section doesn't contain any fields to be shown, the section itself should not be displayed at all instead of an empty box

Describe alternatives or workarounds you've considered

Another option would be a placeholder text

This should probably wait until after #2216, otherwise duplicate work might be necessary
