Blood Filter has no use #1028

The blood filter item has no surgeries, resulting in the blood filter having no use.

Mentioned in #450 but was never fixed.

Reproduction:

Search for the tool_behavior variable TOOL_BLOODFILTER
Find out the item isn't hooked up to any surgeries, resulting in a unused item.
