Brief summary

The power state after power failure setting is sometimes ignored.

How to reproduce

  1. Unplug the AC.
  2. Plug the AC after 5 seconds.
  3. Observe the board powers on even if "power state off after power failure" is set

Expected behavior

The board respects the power state after power failure setting

Actual behavior

The board does not behave according to the power state after power failure setting

Additional context

Something about the Nuvoton SIO is making it break. It is especially visible when PS/2 is connected.
