links in editor view result in a 404 message for activities that are not public - courses bug for authors

This is a bug in courses.
When an author is in the editor, and clicks on a link to test it in the viewer, a doenet activity link will lead to a 404 message page if the activity has not been made public. The same behavior occurs whether viewing the activity in the view or edit tab.
This issue does not occur when in the assignment view, therefore does not affect students.
