Svelte Graphics Framework: Layer Cake and ONS-svelte-charts

The ONS tempalte uses their in house chart library ONSvisual svelte charts which is built on top of the layer cake svelte graphics framework. Something to think about is if we should utilize the source or ONS'. Below are links to resources for future reference:

Seems layer cake is more the framework and and ONS-svelte-chart is more the library. Best bet is to stick with ONS-svelte-chart for first few drafts. will refer to Layer Cakes if we need to modify or create custom features
