Toggling Full Screen off makes the menu bar disappear

Did you connect to an already running interpreter or start the interpreter from RIDE?

Start an interpreter

How do you reproduce the issue?

Start RIDE
Full Screen session (Press F11)
Toggle Full Screen off (Press F11)
Menu-bar disappears

Paste the contents of Help → About (Shift+F1)
