The continued life of NCL

During the workshop, the question was discussed of whether we should still make new NCL diagnostics, given that the language is no longer actively developed (though still maintained).

The consensus seemed to be that continuing to support NCL diagnostics is important, so scientists do not have to learn Python (or R or Julia) just to be able to contribute their work.

There seemed to be no consensus about whether or not there was a continued need for NCL CMORizer scripts or if we should ask that new CMORizer scripts are Python only.
