Improve sets provided through OAI-PMH

• Invenio's OAI-PMH provider seems to mark all "datasets" as deleted when request contains empty valued 'set='. 'set' verb should be discarded from request processing when empty. This is a bug.
• What should OAI-PMH sets be built from and what naming should they have?

They should be built from Invenio Collections (see facets in search).

@stranak : Yes, that is the simple choice. But there is the possibility to assign a "dataset" to several sets. Sets could therefore be built from any or several combinations of metadata fields.

E.g:

• depositer/user
• project
• tag
• language
• country

The usefulness of this should of course be taken into account before actual implementation.
